The software for Public Procurements is a web designed solution, which base is supported by web services that enable quality management of complex business processes. Thanks to the defined business processes, high level of sophistication and control over the processes, this system enables personalized access of the employees to the information needed for their important processes. In this way, the software enables standardization and automation of the process of requesting public procurements, as well as the steps of realization after the request has been approved.
A thorough detailed analysis of the necessary business processes related to the public procurements was conducted for the purpose of this software, with consistent application of the process approach. A uniform platform was built, which is used by all the employees for different situations and goals. During the development of this complex system, an intuitive graphic view of the processes was constructed, which enabled well arranged modeling and understanding of the processes.
Besides the management of the public procurement request, the application contains a module for generating detailed reports, such as monitoring of the time dynamics of the public procurements and managing the contracts. These reports can be exported from the application to specific Excel files.
In this system there are six user’s groups with precisely defined privileges. In accordance to these privileges, different users have different view and access to the database records. These system users belong to different sectors and units of the municipality and they are brought together in one unity with the assistance of the application’s web services. The solution connects the following units:
• Public procurements unit,
• Finance unit,
• Legal regulations unit,
• Urbanism unit etc.
Having in mind the number of users, the software for public procurement platform supports maximum 2 million users, of which 10 percent can be active users in a minute. The users are login on the system via their existing user’s profiles from the domain of the Municipality of Gjorce Petrov. This feature enables protection from unauthorized use of the software.
This project is based on Microsoft Technologies, having the Microsoft Office SharePoint Server technology in the very base of its architecture. Its highly developed user’s management enables easy management of the users and establishment of their privileges. The system software on which base is implemented the web application for public procurement is Microsoft Windows Server 2008 Standard, and the system for database management (DBMS) for the software solution is Microsoft SQL Server 2005.
